The government of Israel is obliged to provide a full range of public services to citizens.

The government’s goals are:
* Provision of services in the most effective and economical manner.
* Maximum exploitation of sources.

The government of Israel’s infrastructure policy may be summarized as follows (*):

*To increase investment in infrastructure with an aim to maximizing the growth potential of the Israeli economy.

* To create conditions that will enable investment in infrastructure from extra-budgetary sources.

* As is accepted worldwide, to increase the transfer of activity – particularly in the fields of infrastructure and transport (toll roads, urban trains), electricity production, water and sewage infrastructure – to the private sector, thus adding to sources of financing and increasing efficiency of those activities.
