Carmel Tunnels

General Project Description

The Carmel Tunnels is a project to mine two tunnels under the Carmel Mountains that connect the "Checkpost" intersection in the northern entrance to Haifa with Road No. 2 at the southern entrance to the city.

The western entrance to the tunnel is located near the Congress Center in Haifa and enable an easy access to the Tel Aviv Highway and to the Carmel Coastal area.
The tunnel end at "Neve Sha'anan" in a new interchange that constructed next to "Rupin" road. This interchange is also the western entrance to a tunnel that go all the way to the "Checkpost” Intersection.

The length of roads in the project is 6.5 Kilometers of which 5 kilometers are inside the tunnels. Driving in the tunnels require a toll payment . Each of the tunnels will be 6.5 Meters high. The interchange in "Neve Sha'anan" area is  the biggest interchange in the state and include seven different bridges in four different levels.

The Carmel Tunnels shorten the driving time, from 30-60 minutes to 6 minutes, in rush hour, from one side to the other.

The Carmel tunnels also contribute an ecological, safety and economical advantages.

 

 Schedule

  • January 2007 – The excavating of the tunnels started.
  • December 2010 – Construction phase completed and the tunnels were opened to traffic.

 

The Term Of The Agreement

The concession agreement is for a period of 35 years.

 

The Concessionaire And The Shareholders

Name of the concessionaire (SPC):

"Carmelton Group Limited."

The shareholders:

  • 50% - "Shikun & Binuy
  • 41.7% - "ALLIED HOLDINGS LTD"
  • 8.3% - "MARGAN ASSETS & HOLDINGS LTD"

 

Payments

  • With the issuing of the injunction to begin work, the concessionaire paid the government the first royalty payment for the concession to operate the tunnels.
  • Throughout the project term, the government will be entitled to more royalties from the concessionaire according to the terms of the agreement.
  • The concessionaire is entitled to collect toll payment from the drivers passing in the tunnels according the limits set in the agreement. Furthermore, the agreement includes income assurance mechanism which is designated to protect the concessionaire in a case of severe decrease in the use of the tunnels.
